บทนำ
หวยหรือ “ลอตเตอรี่” เป็นกิจกรรมการพนันที่มีความนิยมอย่างแพร่หลายในหลายประเทศ ในประเทศไทย “หวย” ถือว่าเป็นส่วนหนึ่งของวัฒนธรรมและวิถีชีวิตของคนไทยส่วนใหญ่ ไม่ว่าจะเป็นการซื้อหวยรัฐบาล หรือที่รู้จักกันในชื่อ “สลากกินแบ่งรัฐบาล” หรือหวยใต้ดินที่เป็นการซื้อขายอย่างไม่เป็นทางการ กิจกรรมเหล่านี้ไม่เพียงแต่สะท้อนถึงความหวังและความฝันของผู้คน แต่ยังเป็นส่วนที่สร้างผลกระทบทั้งด้านเศรษฐกิจและสังคมอย่างมากมาย บทความนี้จะกล่าวถึงประวัติ ความสำคัญของหวยในสังคมไทย พฤติกรรมการเล่นหวย และผลกระทบที่ตามมาทั้งด้านดีและด้านเสีย
ประวัติความเป็นมาของหวยในประเทศไทย
หวยมีประวัติความเป็นมายาวนานในประเทศไทย เริ่มต้นครั้งแรกในสมัยพระบาทสมเด็จพระนั่งเกล้าเจ้าอยู่หัว (รัชกาลที่ 3) โดยมีการนำเข้าจากจีนนับเป็น “หวยกข” ที่จัดตั้งขึ้นเพื่อเพิ่มรายได้ให้แก่รัฐ ในสมัยนั้นการเล่นหวยยังมีขอบเขตจำกัดเฉพาะคนจีน ต่อมาหวยได้รับความนิยมเพิ่มมากขึ้น จนกระทั่งในสมัยพระบาทสมเด็จพระจุลจอมเกล้าเจ้าอยู่หัว (รัชกาลที่ 5) ได้มีการจัดตั้งสลากกินแบ่งรัฐบาลขึ้นเพื่อทดแทนหวยกข และยกเลิกการเล่นหวยกขอย่างถูกกฎหมายในสมัยพระบาทสมเด็จพระมงกุฎเกล้าเจ้าอยู่หัว (รัชกาลที่ 6) แต่ทว่าการซื้อหวยใต้ดินก็ยังคงมีมาจนถึงปัจจุบัน
ความสำคัญของหวยในสังคมไทย
ในปัจจุบันหวยมีบทบาทสำคัญในสังคมไทยหลายด้าน ไม่ว่าจะเป็นในเชิงเศรษฐกิจหรือวัฒนธรรม ประการแรกหวยเป็นแหล่งรายได้สำคัญของรัฐบาล จากการจำหน่ายสลากกินแบ่งรัฐบาล รายได้ส่วนนี้จะถูกนำไปใช้ในโครงการพัฒนาประเทศ ไม่ว่าจะเป็นด้านการศึกษา โครงสร้างพื้นฐาน หรือสาธารณสุข
ประการที่สอง ในด้านวัฒนธรรม หวยมีอิทธิพลต่อความเชื่อและวิถีชีวิตของคนไทย หลายคนมีความเชื่อเกี่ยวกับเลขเด็ดที่มาจากฝัน สิ่งศักดิ์สิทธิ์ และเหตุการณ์สำคัญต่าง ๆ ซึ่งถูกสื่อสารและแลกเปลี่ยนกันในชุมชน ทำให้เกิดความสัมพันธ์ที่แน่นแฟ้นยิ่งขึ้น
พฤติกรรมการเล่นหวยของคนไทย
